At DECA’s helm is a management team of collection industry leaders with more than fifty years of combined accounts receivable experience. This team has managed more than 350 staff members and has liquidated more than $3 billion in active inventory, including, but not limited to: early-out (first party), third-party primary and secondary collections, and legal campaigns.
The following key personnel will be intricately involved with the management, compliance, and technology related to DECA Financial Services, LLC.

Todd J. Wolfe
President and Chief Executive Officer
Todd Wolfe is the President and CEO of DECA. Prior to launching DECA, Todd was a co-founder of Premiere Credit of North America. Under Todd’s leadership, the company grew from two employees to more than 350, and its active placement portfolio grew from less than $20 million in 2000, to more than $5 billion in 2009. Todd is a member and holds the designation of a Master Credit Executive with the American Collectors Association and holds a Bachelor of Science degree in accounting from Indiana University. His overall management style and business acumen has earned him numerous distinctions including, but not limited to, being recognized as a finalist for the Ernst and Young Entrepreneur of the Year award as well as being recognized in INC. 500 as developing the fastest growing company in Indiana three consecutive years.
Paul Jefferson has been a practicing lawyer for more than 11 years. Before becoming DECA’s general counsel, Paul was a partner in the Indianapolis, Indiana office of Barnes & Thornburg. There, he led firm’s Appellate Practice Group and concentrated his practice in complex litigation. He teaches Indiana Constitutional Law at Indiana University School of Law – Indianapolis.
Paul handled appeals in the United States Supreme Court, the D.C. Circuit, the Seventh Circuit, the Indiana Supreme Court, and Indiana Court of Appeals. He is a co-author of a treatise on Indiana Appellate Law and was selected for inclusion in the Best Lawyers in America.
Paul served as a law clerk to Associate Justice Theodore R. Boehm of the Supreme Court of Indiana. In 2002, he received his J.D. magna cum laude from Indiana University School of Law-Indianapolis where he served on the executive board of the Indiana Law Review and was a member of the Order of Barristers. His Note was published in Volume 35 of the Indiana Law Review. While in law school he received the Harold R. Woodard and Honorable Cale J. Holder Scholarships.
Mr. Jefferson graduated from Wabash College in 1992 with degrees in philosophy and history, and prior to law school worked for several non-profit organizations.
He is admitted to practice in Indiana, the United States District Courts for the Northern and Southern Districts of Indiana, the Seventh Circuit Court of Appeals, the Court of Appeals for the D.C. Circuit, and the United States Supreme Court.
Deputy General Counsel – Litigation Manager
Wendy has been practicing law for over 18 years. Before leaving private practice to join DECA’s legal team, Wendy focused primarily on the representation of creditors and debtors in bankruptcy cases and adversary proceedings and the representation of corporate clients in commercial litigation including Fair Debt Collection Practices Act and bankruptcy automatic stay litigation. Before moving to Indiana in 2000, she practiced law in Florida, where she concentrated her practice in the areas of commercial litigation, appellate practice, creditors’ rights, and insurance litigation. While practicing in Florida, she represented clients at the trial and appellate levels in both state and federal courts, including the Florida Supreme Court and the 11th Circuit Court of Appeals.
Wendy graduated from Florida State University with a B.A. magna cum laude in 1992 and received her J.D. with high honors from Florida State University College of Law in 1995. Wendy has been certified as a Business Bankruptcy Specialist by the American Board of Certification since 2006. For the years 2008-2013, Wendy was recognized as an Indiana Super Lawyer (and as one of the Top 25 Women Attorneys in Indiana in 2010, 2012, and 2013), and was recognized in Best Lawyers in America in the Bankruptcy and Creditors Rights practice area for the years 2010-2013. She is a frequent speaker on topics in the creditors’ rights, foreclosure, and bankruptcy practice areas, and is an adjunct instructor for the Indiana University Purdue University Indianapolis Paralegal Certificate Program. She has also been an active volunteer in the Indianapolis community serving in leadership roles with Partners in Housing Development Corporation, Happy Hollow Children’s Camp, the Indiana Association for Corporate Renewal, the Commercial and Bankruptcy Law Section for the Indianapolis Bar Association, and the Mayor’s Celebration of Diversity Awards Committee, among others. She is licensed to practice law in Florida, Georgia and Indiana.
Kimberly is focused on DECA’s overall quality through her attention to regulatory and industry compliance standards. Kim holds Bachelor of Science degrees in accounting and business finance from Indiana University. She was awarded her Doctor of Jurisprudence degree from Indiana University School of Law. Kim was intricately involved in DECA obtaining PPMS ISO 9002 certification and becoming FISMA (Federal Information Security Management Act) compliant. She is also an ACA-certified credit and collection compliance officer. Kim has been with Todd Wolfe in Senior Management for four (4) years.
Director of Client Development

John has over twenty (20) years of client development related experience with Fortune 500 organizations and understands the need for excellent service and follow-up. He has served as a National Account Manager and at the Director level servicing major organizations by managing contract relations, negotiations, implementation, project management, and all aspects of client relations on client revenues of up to $100 million annually. He will be intricately involved with your customer reviews. John holds a Bachelor of Science degree in Business Marketing from Indiana University.
Director of Operations
James is a results-driven management professional with an extensive background in performance reporting, compliance, administrative processing, and client services. James leverages strategic process improvements, technology, staff development and continually monitors the overall quality of our operations to maximize efficiencies. James is also an experienced collector and holds a Bachelor of Science degree in marketing from Indiana University. James has been with Todd Wolfe in Senior Management for six (6) years.
Director of Operations – Department of Education
Chad brings a wealth of knowledge pertaining to student loan finance spanning 25 years. He has successfully owned and operated multiple finance companies, including a subcontracting relationship with the Department of Education. To his credit he was awarded the National Collector of the Year in 1998. Chad’s high energy leadership style brings top results by motivating and empowering staff to breed an entrepreneurial spirit. Chad reports directly to the CEO to collaborate and achieve the results our clients’ desire. Chad’s education includes Ball State University, Indiana Business College and IU MBA program at the USAF campus.
Director of Compliance and Quality
Bill is committed to enhancing value to clients by assuring regulatory compliance and improving organizational quality in every aspect of DECA Financial Service’s operations. Bill has an extensive background in business management, the most recent ten years serving prominent accounts receivable management organizations in senior positions including VP of First Party Collections, Sr. Director of Analytics and Compliance and Sr. Director of Portfolio Management Operations where he managed numerous private collection agency agreements. Bill possesses a lifelong interest in business leadership and quality improvement. He has contributed to dozens of process improvement projects for businesses, including fee-based consulting to diverse industry clients. Bill has earned an MBA Degree in Management from Golden Gate University, a Bachelor of Science Degree in Business Administration from California State University, Sacramento, and a Master Certificate in Commercial Contract Management from Villanova University. Bill possesses the Credit and Collections Compliance Officer (CCCO) designation from ACA International, the Certified Manager of Quality/ Organizational Excellence certification from the American Society for Quality and the Certified Six Sigma Green Belt certification from the American Society for Quality. Bill is an active member of ACA International, the National Contract Management Association and the American Society for Quality.
Director of IT Support
Kevin came to DECA Financial Services in 2013 with a superior track record in IT management, process creation/improvement and customer service. As Director of IT Support at DECA, Kevin manages, grows and maintains quality of internal IT operations, creates and supports third-party vendor relationships, and develops, implements and evaluates the overall strategy for IT management and growth. He works closely with compliance to assure IT security and with company leadership to manage growth for the rapidly expanding firm.
Graduating from Kelly School of Business at Indiana University, Bloomington with a focus on Information Systems in 1999, Kevin began his career in a project management and quality assurance role at C-Bridge Internet Solutions in Cambridge, MA working with a diverse client base including Sprint, C.H. Robinson and Air Liquide. Next, Kevin returned to Indianapolis to work in an analyst/project management role for the Volatus Group, helping to nurture internet startups. In 2001, Kevin formed Kind Technology Solutions, an SMB focused IT consultancy that grew to serve over 500 clients over a 12 year period. Kevin now brings his considerable experience and skill set to DECA Financial Services, where he continually finds both challenge and opportunity.
President and Chief Executive Officer, SAS – 10, Chief Analytics Officer
Garret was raised in Toronto, Canada. He attended Veterinary School in Canada and graduated in 1989. After two years of practice on the West Coast of Canada, he returned to school to pursue his Master’s degree. After completing this degree in 1993, he attended The Ohio State University for his Doctoral degree and his Diplomate training in Microbiology. He completed a Post-Doctoral Fellowship at Children’s Hospital in Columbus, Ohio. Garret entered the business world in 2000 by becoming employed by Eli Lilly and Company in Indianapolis, IN. At Lilly, he focused on technology evaluation, acquisition and business development. In 2008 he resigned from Lilly and co-founded Procyon (then Nexcyon) Pharmaceuticals. This company is an independent pharmaceutical firm specializing in veterinary pharmaceuticals. He left Nexcyon in 2012 and co-founded, along with Todd Wolfe, Strategic Analytic Solutions (SAS-10) and remains the President and CEO of this medical billing, coding and early-out LLC. Additionally, Garret brings his data management and analytic skills to use, and is the Chief Analytics Office for DECA Financial Services.
