DECA’s Corporate Leadership

At DECA’s helm is a management team of collection industry leaders with more than thirty years of combined accounts receivable experience. This team has managed more than 350 staff members and has liquidated more than $3 billion in active inventory, including, but not limited to: early-out (first party), third-party primary and secondary collections, and legal campaigns.

The following key personnel will be intricately involved with the management, compliance, and technology related to DECA Financial Services, LLC.


Todd J. Wolfe

Chief Executive Officer

Todd Wolfe is the CEO of DECA Financial Services. Prior to launching DECA, Todd was a co-founder of Premiere Credit of North America. Under Todd’s leadership, the company grew from two employees to more than 350, and its active placement portfolio grew from less than $20 million in 2000, to more than $5 billion in 2009. Todd is a member and holds the designation of a Master Credit Executive with the American Collectors Association and holds a Bachelor of Science degree in accounting from Indiana University. His overall management style and business acumen has earned him numerous distinctions including, but not limited to, being recognized as a finalist for the Ernst and Young Entrepreneur of the Year award as well as being recognized in INC. 500 as developing the fastest growing company in Indiana three consecutive years.

Garret Newbound


Garret was raised in Toronto, Canada. He attended Veterinary School in Canada and graduated in 1989. After two years of practice on the West Coast of Canada, he returned to school to pursue his Master’s degree. After completing this degree in 1993, he attended The Ohio State University for his Doctoral degree and his Diplomate training in Microbiology. He completed a Post-Doctoral Fellowship at Children’s Hospital in Columbus, Ohio. Garret entered the business world in 2000 by becoming employed by Eli Lilly and Company in Indianapolis, IN. At Lilly, he focused on technology evaluation, acquisition and business development. In 2008 he resigned from Lilly and co-founded Procyon (then Nexcyon) Pharmaceuticals. This company is an independent pharmaceutical firm specializing in veterinary pharmaceuticals. He left Nexcyon in 2012 and co-founded, along with Todd Wolfe, Strategic Analytic Solutions (SAS-10) and remains the President and CEO of this medical billing, coding and early-out LLC. Additionally, Garret brings his data management and analytic skills to use, and is the President of DECA Financial Services.

Dustin Stohler

General Counsel

Dustin serves as General Counsel of DECA Financial Services and is responsible for the company’s legal work. Prior to joining DECA, he was an attorney with Baker and Daniels and served as the General Counsel for the Indiana Department of Workforce Development under the Mitch Daniels Administration. Mr. Stohler received his B.A. from Wabash College and his J.D. from Indiana University.

Kevin Schoenrock

Chief Information Officer

Kevin came to DECA Financial Services in 2013 with a superior track record in IT management, process creation/improvement and customer service. As CIO at DECA, Kevin manages, grows and maintains quality of internal IT operations, creates and supports third-party vendor relationships, and develops, implements and evaluates the overall strategy for IT management and growth. He works closely with compliance to assure IT security and with company leadership to manage growth for the rapidly expanding firm.

Graduating from Kelly School of Business at Indiana University, Bloomington with a focus on Information Systems in 1999, Kevin began his career in a project management and quality assurance role at C-Bridge Internet Solutions in Cambridge, MA working with a diverse client base including Sprint, C.H. Robinson and Air Liquide. Next, Kevin returned to Indianapolis to work in an analyst/project management role for the Volatus Group, helping to nurture internet startups. In 2001, Kevin formed Kind Technology Solutions, an SMB focused IT consultancy that grew to serve over 500 clients over a 12 year period. Kevin now brings his considerable experience and skill set to DECA Financial Services, where he continually finds both challenge and opportunity.

Bill Mills

Director of Compliance and Quality

Bill is committed to enhancing value to clients by assuring regulatory compliance and improving organizational quality in every aspect of DECA Financial Service’s operations. Bill has an extensive background in business management, the most recent ten years serving prominent accounts receivable management organizations in senior positions including VP of First Party Collections, Sr. Director of Analytics and Compliance and Sr. Director of Portfolio Management Operations where he managed numerous private collection agency agreements. Bill possesses a lifelong interest in business leadership and quality improvement. He has contributed to dozens of process improvement projects for businesses, including fee-based consulting to diverse industry clients. Bill has earned an MBA Degree in Management from Golden Gate University, a Bachelor of Science Degree in Business Administration from California State University, Sacramento, and a Master Certificate in Commercial Contract Management from Villanova University. Bill possesses the Credit and Collections Compliance Officer (CCCO) designation from ACA International, the Certified Manager of Quality/ Organizational Excellence certification from the American Society for Quality and the Certified Six Sigma Green Belt certification from the American Society for Quality. Bill is an active member of ACA International, the National Contract Management Association and the American Society for Quality.

Anthony Davis

Executive Director, Operations

Anthony is a results-driven management professional and client focused leader with an extensive background in performance reporting related to the Healthcare, Education, and Government services industries. Anthony has a proven track record of client growth through performance controls that spans nearly two decades. His primary focus emphasizes hourly strategies in a tireless effort to maximize expected revenues. Anthony also plays a major role in the client implementation process with 10 ten years of experience as a collector and holds an Associate degree in Business Management from Columbus State.
