DECA’s Corporate Leadership

At DECA’s helm is a management team of collection industry leaders with more than fifty years of combined accounts receivable experience. This team has managed more than 350 staff members and has liquidated more than $3 billion in active inventory, including, but not limited to: early-out (first party), third-party primary and secondary collections, and legal campaigns.

The following key personnel are intricately involved with the management and technical services related to servicing our clients:

 

Todd J. Wolfe, President and Chief Executive Officer

Todd Wolfe is the President and CEO of DECA. Prior to launching DECA, Todd was a co-founder of Premiere Credit of North America. Under Todd’s leadership, the company grew from two employees to more than 350, and its active placement portfolio grew from less than $20 million in 2000, to more than $5 billion in 2009. Todd is a member and holds the designation of a Master Credit Executive with the American Collectors Association and holds a Bachelor of Science degree in accounting from Indiana University. His overall management style and business acumen has earned him numerous distinctions including, but not limited to, being recognized as a finalist for the Ernst and Young Entrepreneur of the Year award as well as being recognized in INC. 500 as developing the fastest growing company in Indiana three consecutive years.

 

Jesse Biddle, Operations Manager

Jesse is a results-driven management professional with an extensive background in performance reporting, compliance, administrative processing, and client services. Jesse works directly with Todd Wolfe to ensure that we collect the maximum dollars possible for our clients. He does this by leveraging strategic process improvements, technology, staff development and continually monitoring the overall quality of our operations to maximize efficiencies.

 

Chad Edmonson, Director of Operations – Department of Education

Chad brings a wealth of knowledge pertaining to student loan finance spanning 25 years. He has successfully owned and operated multiple finance companies, including a subcontracting relationship with the Department of Education. To his credit he was awarded the National Collector of the Year in 1998. Chad’s high energy leadership style brings top results by motivating and empowering staff to breed an entrepreneurial spirit. Chad reports directly to the CEO to collaborate and achieve the results our clients’ desire. Chad’s education includes Ball State University, Indiana Business College and IU MBA program at the USAF campus.

 

Kimberly England, Director of Compliance/General Counsel

Kimberly is focused on DECA’s overall quality through her attention to regulatory and industry compliance standards. She sets the standard for FDCPA, HIPAA, and FCRA training and compliance.

Through Kimberly’s leadership, our collectors work with your consumers according to legal, ethical, and compliance standards. She ensures that DECA’s licenses are current in all required jurisdictions and that our standards are current with industry laws and practices. Kimberly was also instrumental
in achieving DECA’s SAS-70 certification. Kimberly holds Bachelor of Science degrees in accounting and business finance from Indiana University.

She was awarded her Doctor of Jurisprudence degree from Indiana University School of Law. Kimberly was intricately involved in DECA obtaining PPMS ISO 9002 certification and becoming FISMA (Federal Information Security Management Act) compliant. She is also an ACA-certified credit and collection compliance officer.

 

James Hefty, Director of Operations Support

James oversees all of DECA’s technology functions. He ensures that all automated functions between DECA and our clients run smoothly. James receives and uploads all placement files. He provides needed customizations to import or extract data for placements or reporting requirements our clients may have. James is also an experienced collector and holds a Bachelor of Science degree in marketing from Indiana University.

 

John Owen, Director of Client Development
